What is a good rule of thumb to determine when you are well enough to go back to riding after an upper respitory infection,viral or bacterial?Do you wait until you no longer cough sputem or just a general sence of getting better?

If the fever has broken and you aren't choking on you post nasal drainage and aren't coughing out half a lung, then get on the bike and start cranking. Go easy during the first week. If you find yourself getting winded easily back off. If you find that you get tight in the chest, get a hacking dry cough and or wheeze with riding, see a doctor, you may have some viral associated airway inflamation that is making you prone to asthma like symptoms and would benefit from treatment of those symptoms.
